Özet
The study set out to determine the realization levels of qualitative educational objectives established in the 9th Development Plan and Ministry of Education and Bolu Directorate of National Education Strategic Plans for pre-school, primary and secondary schools for Bolu provincial center and its districts. It was possible to reach the whole universe in the study designed with the survey model. Document review; a qualitative research technique and frequencies and percentages; descriptive statistical techniques were used in data analysis.
